Presidential Decree No. 184/23 of September 14 approves the conferral of the Order of Agostinho Neto on Lula, President of the Federative Republic of Brazil; it was signed in Luanda on September 13, 2023 by João Manuel Gonçalves Lourenço and published in the Diário da República, Series I, No. 174, of September 14, 2023.[1]

The preamble of the decree mentions the need to recognize the contribution made by the Federative Republic of Brazil to the Republic of Angola and the interest in strengthening ties of friendship and cooperation.[2]

The decree says that its effects are retroactive to the date of conferral of the decoration (date not stated in the decree).[3]

The official agenda of the President of the Republic published by the Planalto for 08/25/2023 scheduled, at 12:00, at the Presidential Palace, the ceremony of decoration of President Lula with the Dr. António Agostinho Neto Order, and of President João Lourenço with the National Order of the Southern Cross.[4]

According to a Planalto news item published on 08/25/2023, Lula received, on the morning of Friday (8/25), the decoration of the Grand Order António Agostinho Neto, presented by the president of Angola, João Lourenço; the news item describes it as the highest distinction of the Angolan State.[5]

The Planalto published on 08/25/2023 Lula's statement during the decoration with the Dr. António Agostinho Neto Order, in Luanda, Angola, on August 25, in which he says it is a great honor to receive, at 77 years of age, a decoration that bears the name of António Agostinho Neto.[6]

According to Jornal de Angola, in a text dated 08/25/2023, President João Lourenço was decorated by Lula da Silva with the Grand Collar of the National Order of the Southern Cross, and earlier Lula had already been decorated with the António Agostinho Neto Order, which the newspaper describes as the highest distinction of the Angolan State.[7]
