Documentary record

According to the Chancellery, the Order of Liberty distinguishes services in defense of the values of Civilization, of the dignification of the Human Person, and of the cause of Liberty; the Grand Collar is the highest degree and is granted to foreign Heads of State (general purpose, not the specific rationale for the award).[1]

In the speech at the State banquet of July 10, 2003, President Jorge Sampaio said he had decorated Lula that morning, on behalf of the Portuguese State, with the Grand Collar of the Order of Liberty.[2]

In the same speech, Sampaio said that no other Portuguese distinction would suit Lula's profile better, calling him a tireless fighter for civic rights and human dignity.[3]
