Relation to the Lula governments

Created under Lula · Third term (since 2023) · since August 2023

Decree No. 11,679 of August 31, 2023, signed by Luiz Inácio Lula da Silva and José Wellington Barroso de Araujo Dias, instituted the Brasil Sem Fome Plan, with the purpose of promoting food and nutrition security and confronting hunger in the national territory. The Planalto text refers to publication in the DOU on September 1, 2023, and the decree entered into force on the date of publication.[1]

MDS Resolution No. 3 of August 31, 2023, published in the DOU of September 5, 2023 (Section 1, p. 14), regulated the plan and established, within CAISAN, the Steering Committee of the Brasil Sem Fome Plan, responsible for coordinating the execution, follow-up, monitoring, and evaluation of the plan, including assessing the fulfillment of the targets and ensuring the dissemination of results.[2]

Shared implementation · Third term (since 2023) · since 2023

The decree provides that the plan is to be carried out by the Union in cooperation with the States, the Federal District, the Municipalities, and society, and that subnational entities are to be mobilized to adopt equivalent strategies. For its execution, agreements, cooperation accords, and other instruments with public entities, and collaboration or fostering agreements with civil society organizations, may be signed within the programs that make up the plan.[3]

The participation of States, the Federal District, municipalities, and entities representing federated entities in the plan takes place through an adhesion agreement. States and the Federal District must have joined SISAN; municipalities must have joined or be interested in joining. The model agreement says that adhesion does not involve the transfer of budget funds and is valid for 48 months.[4]

How it works

Decree 11,679/2023 (art. 1, § 1) sets five objectives for the plan: to reduce the number of people affected by food and nutrition insecurity; to reduce poverty; to implement intersectoral strategies for the coordination, integration, and monitoring of policies, programs, and actions to eradicate hunger and to expand the production of, and the population's access to, adequate and healthy food, in a sustainable way; to expand social participation and strengthen the organization and initiatives of civil society for the eradication of hunger and the promotion of food and nutrition security; and to strengthen the National Food and Nutrition Security System (SISAN).[12]

In the original wording, § 2 of art. 1 of Decree 11,679/2023 said that the plan would last until the country left the UN Hunger Map and that its actions would be identified in the PLANSAN. The provision appears on the Planalto site as repealed by Decree No. 12,779/2025. It is a rule on the plan's duration, not a goal with a deadline.[13]

Under art. 2 of Decree 11,679/2023, the plan is structured in three axes of action: access to income, poverty reduction, and promotion of citizenship; food and nutrition security (adequate food, from production to consumption); and mobilization to fight hunger.[14]

The decree requires that public notices and public calls for the plan's actions make express reference to it. Resolution No. 1 of September 18, 2023, of the Intersectoral Steering Committee (CGI-BSF), published in the DOU of November 1, 2023, regulated the point and ordered the creation of an online information platform on the plan's programs and actions in the States and Municipalities, with monthly updates of the information provided by the ministries. Art. 1 of the resolution cites the decree as 'of 2003', although its summary identifies it as of August 31, 2023.[15]

Resolution CGI-BSF No. 2 of September 16, 2025 (DOU of September 17, 2025) established the Brasil Sem Fome Protocol, to guide the identification, care, and follow-up of people at risk of food insecurity. The steps include screening with the TRIA instrument in the SUS, marking in the CadÚnico, and active outreach by the SUAS.[16]

The official MDS presentation on the plan lists three targets: to take Brazil off the Hunger Map by 2030; to reduce overall poverty rates year by year; and to reduce the percentage of households in severe food insecurity. These are declared targets, not deliverables.[17]

The same MDS presentation says that the plan brings together 80 actions and programs, with more than 100 targets proposed by the 24 ministries that make up CAISAN, organized in 3 axes, and that strategic programs have already been resumed and are being carried out.[18]

The MDS presentation announces as 'innovations' of the plan the National Food Supply Policy, the Brasil Sem Fome Protocol, the SUAS Food Program (PNA-SUAS), the PAA in Community Kitchens, SAN in the Cities, annual hunger monitoring (EBIA/PNAD), the INSAN Map by municipality (CadÚnico), and the map of SAN facilities (MAPASAN). It is an announcement, not a deliverable.[19]

The plan's technical document says that the duration of the Brasil Sem Fome Plan 'will last until its targets are reached, including annual reviews', and that its actions are to be incorporated into the III National Food and Nutrition Security Plan. The original wording of Decree 11,679/2023 used a different benchmark: duration 'until the Country leaves the Hunger Map'.[20]

The plan's technical document says that its strategies and actions are based on the 'resumption of successful programs and measures' (appreciation of the minimum wage, Novo Bolsa Família, adjustment of the PNAE, strengthening of the PAA, and Plano Safra da Agricultura Familiar) and on the implementation of new solutions, among them guidelines for a Brasil Sem Fome Protocol, for local integration among SUS, SUAS, and SISAN.[21]

In axis 1, the plan's technical document lists for the Novo Bolsa Família the target of up to 21 million families receiving the benefit of R$600.00 monthly from 2023, under the responsibility of the MDS. These are targets declared in the document, not deliverables.[22]

A news item from the PT Communication Network (Rede PT de Comunicação) of October 3, 2024 reports that, in an interview on the program Fala MDS, Minister Wellington Dias said: 'Our goal is to take Brazil off the hunger map again by 2026'. It is a record of the statement from a party source.[23]

A report by O Joio e o Trigo republished in Outras Palavras on October 10, 2023 says that the plan 'sets the goal of eradicating severe food insecurity in Brazil by 2030' and, in the subheading, that 'only in 2030 would the country leave the Hunger Map'. The plan's technical document lists among the targets through 2030 'reducing food and nutrition insecurity, especially severe food insecurity'.[24]

Who it serves

The plan's target audience is, primarily, people in severe food insecurity, and the CadÚnico is the basic instrument for identifying this audience and planning the actions (Decree 11,679/2023, art. 3).[25]

Under Resolution CGI-BSF No. 2/2025, the Federal Government must provide technical and institutional support, and may provide financial support, for implementing the Protocol in the municipalities with the highest absolute number of families at risk of severe food insecurity according to the CadInsan indicator; joining SISAN is a criterion for support.[26]

CAISAN/MDS Resolution No. 25/2026 defines the CadInsan (Municipalized Indicator of Risk of Severe Food Insecurity), built with CadÚnico data and characteristics of households in severe food insecurity in the Continuous PNAD, as a reference instrument for identifying the municipalities with the highest concentration of families at risk of severe food insecurity, and guides the plan's programs to prioritize territories and families at greatest risk, respecting the eligibility criteria of each policy.[27]

Governance

Decree No. 11,422 of February 28, 2023 regulates CAISAN, defined as a permanent collegiate body for intersectoral coordination of the federal administration in the areas of food and nutrition sovereignty and security, food systems, and the fight against hunger, chaired by the Minister of Development and Social Assistance, Family and Fight against Hunger. CAISAN is responsible for preparing the National Food and Nutrition Security Plan, indicating targets and sources of funds.[28]

Under MDS/CAISAN Resolution No. 3/2023, the Steering Committee is made up of representatives of the MDS (which coordinates it), the Casa Civil (Chief of Staff's Office), the General Secretariat of the Presidency, Planning and Budget, Agrarian Development and Family Farming, Health, Education, and Agriculture and Livestock, with ordinary quarterly meetings.[29]

The same resolution provided for the Indicators and Monitoring Working Group (GTIM), coordinated by the MDS Extraordinary Secretariat for Fighting Poverty and Hunger, to follow the targets of each axis and formulate indicators; the bodies responsible for implementing the actions must send data every quarter and the GTIM must prepare semiannual reports on impacts and results.[30]

The MDS presentation describes the governance with the Steering Committee in CAISAN (monitoring of actions and targets, semiannual reports, and publication of results on a digital platform), CONSEA in social oversight, and federative coordination through SISAN, with 'Brasil Sem Fome Caravans' to mobilize adhesions, prioritizing cities and states with the highest prevalence of severe food insecurity.[31]

Provisional Measure No. 1,154 of January 1, 2023 included the National Council for Food and Nutrition Security among the advisory bodies of the President of the Republic and gave it the competence to advise the President on the formulation of policies and guidelines for guaranteeing the human right to food, especially the fight against hunger.[32]

Law No. 14,600 of June 19, 2023, the conversion of MP 1,154/2023, kept CONSEA among the advisory bodies of the President of the Republic (art. 2, § 1, V) and its competence (art. 13).[33]

Decree No. 11,421 of February 28, 2023 amended Decree 6,272/2007 (competences, composition, and operation of CONSEA) and set the council's composition at sixty members, two thirds from civil society and one third governmental.[34]

Budget and spending

Figures are nominal unless stated otherwise. Announced, authorized, committed, liquidated and paid amounts are different things and appear with the type indicated. In SIOP lines, "paid" means paid within the same fiscal year (arrears settled later are not counted), and one budget action can fund more than one program: the text says when the action is only part of a program.

Decree No. 11,679 of August 31, 2023 provides that the Brasil Sem Fome Plan is to be funded by budget appropriations of the Union entered annually in the budgets of the bodies and entities involved, by other sources of funds allocated by the States, the Federal District, and the Municipalities, and by public and private entities, and by funds from donations.[35]

The Ipea (Institute for Applied Economic Research) Public Policy Catalog records the plan as identified in the 2024 federal budget under the name 'Plano Brasil sem Fome', in budget action 215I, with a budget unit in the MDS (Direct Administration). On the Portal da Transparência, the page for action 215I has the title 'CONSOLIDACAO DA IMPLANTACAO DO SISTEMA NACIONAL DE SEGURANCA ALIMENTAR E NUTRICIONAL - SISAN'.[36]

In the 2024 federal budget execution (SIOP), action 8442 (Direct and Conditional Income Transfer to Families Benefiting from the Bolsa Família Program) had an authorized appropriation of R$168,199,343,849 and R$168,199,336,667 paid in the fiscal year, in current values. The values are for the whole of action 8442.[37]

In the 2025 federal budget execution (SIOP), action 8442 (Direct and Conditional Income Transfer to Families Benefiting from the Bolsa Família Program) had an authorized appropriation of R$158,218,126,371 and R$158,185,670,562 paid in the fiscal year, in current values. The values are for the whole of action 8442.[38]

In the 2024 federal budget execution (SIOP), action 2798 (Acquisition and Distribution of Family Farming Foods to Promote Food and Nutrition Security) had an authorized appropriation of R$524,460,261, R$523,805,099 committed, and R$223,019,060 paid in the fiscal year, in current values. The values are for the whole of action 2798.[39]

In the 2025 federal budget execution (SIOP), action 2798 (Acquisition and Distribution of Family Farming Foods to Promote Food and Nutrition Security) had an authorized appropriation of R$1,246,956,335, R$1,186,377,324 committed, and R$521,536,581 paid in the fiscal year, in current values. The values are for the whole of action 2798.[40]

Deliverables

Announcement, contracting, completion and operation are different phases.

Extracts published in the DOU record the states' adhesion agreements to the plan, for example: Agreement No. 3/2023, of the State of Rio Grande do Norte, signed on September 15, 2023 (DOU of November 8, 2023), and Agreement No. 48/2025, of the State of Pernambuco, signed on November 10, 2025 (DOU of November 13, 2025), both valid for four years from publication.[41]

Observed results

A result observed during a term may have causes other than the program.

In the SOFI 2025 report (FAO, IFAD, UNICEF, WFP, and WHO), Table A1.1 records for Brazil a prevalence of undernourishment (PoU) estimated at 5.7% in the 2004 to 2006 triennium and '<2.5' (less than 2.5%) in the 2022 to 2024 triennium. The table notes say that the estimates are presented as three-year averages to reduce the margin of error and that the point estimates for 2022 to 2024 were used to calculate the average.[42]

In the same Table A1.1 of SOFI 2025, the Brazil row shows, for the prevalence of severe food insecurity, '0.7a, b' in 2014 to 2016 and '3.4a, b' in 2022 to 2024 (in %), and for moderate or severe insecurity, '13.3a, b' and '13.5a, b'; the notes define 'a' as official national data and 'b' as projected estimates using FAO data in the years without official data. In Table A1.2, in millions of people, the Brazil row shows '1.5a, b' and '7.1a, b' for severe insecurity and '26.8a, b' and '28.5a, b' for moderate or severe; the number of undernourished people in 2022 to 2024 appears as 'n.r.' (not reported), and the corresponding prevalence in Table A1.1 is '<2.5'.[43]

The MDS reported, on July 21, 2026, that according to SOFI 2026 (data for the 2023 to 2025 triennium) Brazil kept the prevalence of undernourishment below 2.5% and remains off the Hunger Map, and that severe food insecurity stood at 0.6% (2023 to 2025), after 6.6% (2021 to 2023) and 3.4% (2022 to 2024). This is government communication about the report.[44]

According to the IBGE (Brazilian Institute of Geography and Statistics) presentation of October 10, 2025 on the food security module of the Continuous PNAD (4th quarter of 2024), from 2023 to 2024 the total number of households in food insecurity fell from 21.1 to 18.9 million (27.6% to 24.2% of all households).[45]

In the chart of the same IBGE (Brazilian Institute of Geography and Statistics) presentation, severe food insecurity affects 4.1% of households in 2023 (3.9% urban; 5.5% rural) and 3.2% in 2024 (3.0% urban; 4.6% rural). The IBGE also records that, in 2024, 2.5 million households experienced a quantitative deprivation of food that affected adults, children, and adolescents.[46]

Impact evaluations

Evaluations with a causal design are flagged; association is not proof of effect.

In Discussion Paper (Texto para Discussão) 351 (September 2025), two authors from the Senate's Legislative Consultancy write that the three-year average of less than 2.5% of the Brazilian population in a situation of undernourishment 'is attributed to the Brasil Sem Fome Plan', combined with macroeconomic advances (productive inclusion, appreciation of the minimum wage) and with a set of intersectoral public policies implemented from 2023 onward. The text itself notes that the content is the responsibility of the authors and does not represent an official position of the Federal Senate.[47]

Audits

Ruling 901/2025-TCU-Plenary (session of April 23, 2025) monitors compliance with the recommendations of Ruling 2732/2022-TCU-Plenary, which reviewed an audit on the coverage of the actions and the quality of the monitoring and supervision carried out by the MDS in the programs Criança Feliz, Alimenta Brasil, and Rede de Suporte Social ao Dependente Químico. In the report, the Casa Civil (Chief of Staff's Office) stated that it has supported the MDS in improving and integrating databases for the implementation of various public policies, among them the actions aimed at the Plano Brasil sem Fome.[48]

Limitations

The SOFI 2025 notes caution that country-level food insecurity results are presented when the estimates are based on official national data or as provisional estimates, that consent to publication does not necessarily imply validation of the estimate by the national authorities, and that the estimate is subject to revision as soon as adequate data from official national sources become available.[49]

Senate TD 351 concludes that, if the internal strategy of Brasil Sem Fome and the external strategy of the Global Alliance against Hunger and Poverty are not understood as the priority of a specific government, but are identified as a State priority, it will be possible to keep Brazil off the UN Hunger Map in both the short and the long term (opinion of the authors).[50]

In an opinion article (Outras Palavras, April 22, 2024), Jean Marc von der Weid states that the PBSF did not present any in-depth analysis of the causes of the present national agrifood crisis and did not assess the variations in the real values of the benefits; he also says that the plan gathers public actions already under way, scattered across several ministries, under a new 'umbrella'.[51]

In the same article, von der Weid argues that the Hunger Map considers only caloric intake, so that consuming calories above the minimum does not mean having overcome severe food insecurity, and that the document's targets were generic.[52]

A report by Leandro Melito for O Joio e o Trigo (published in Outras Palavras on October 10, 2023) relates that the target of regularizing 40 thousand families in settlements in 2023 is considered insufficient by the MST and that Silvio Porto, executive director of Conab, states that the budget issue is now the main challenge in resuming the PAA. These are assessments by interviewees as recorded by the press.[53]

In the IBGE (Brazilian Institute of Geography and Statistics) presentation on the Continuous PNAD, from 2023 to 2024 the total number of households in food insecurity fell from 21.1 to 18.9 million (27.6% to 24.2% of all households); in 2024, 2.5 million households experienced a quantitative deprivation of food.[54]

Context

The management bodies of the Brasil Sem Miséria Plan (National Steering Committee, Executive Group, and Interministerial Follow-up Group) appear on the Planalto site as repealed by Decree No. 9,784/2019, before the full repeal of Decree 7,492 in 2023.[55]

Provisional Measure No. 870 of January 1, 2019 (art. 85, III) repealed item II of the caput and §§ 2, 3, and 4 of art. 11 of Law No. 11,346 of September 15, 2006. On the law's page on the Planalto site, item II, which dealt with CONSEA as a body of immediate advisory support to the President of the Republic, is annotated as 'Repealed by Provisional Measure No. 870 of 2019'.[56]

Ruling 275/2025-TCU-Plenary (session of February 12, 2025), which tracks the achievement of the strategic and specific objectives of the 2024 to 2027 PPA related to the area of work of the Specialized Audit Unit on Agriculture, Environment, and Economic Development (AudAgroAmbiental/TCU), records that Program 1144 (Sustainable Agriculture and Livestock, of the MAPA) is associated with fifteen strategic objectives of the multiyear plan, among them 'Confronting food insecurity and poverty, taking Brazil off the Hunger Map and benefiting people in conditions of social vulnerability'.[57]

Senate TD 351 describes the plan as launched on August 31, 2023 with the aim of taking the country off the Hunger Map again and coordinated through the work of the 24 ministries that make up CAISAN, with execution organized in SISAN through three structuring axes.[58]

Law No. 14,284 of December 29, 2021 instituted the Auxílio Brasil Program and the Alimenta Brasil Program to replace the Bolsa Família Program (Law 10,836/2004) and the Food Acquisition Program (art. 19 of Law 10,696/2003), respectively; its summary records that it repeals Law No. 10,836 of January 9, 2004.[59]

Law No. 14,601 of June 19, 2023, the conversion of Provisional Measure No. 1,164/2023, instituted the Bolsa Família Program within the MDS to replace the Auxílio Brasil Program (Law 14,284/2021).[60]

Law No. 14,628 of July 20, 2023 instituted the Food Acquisition Program (PAA) and the Cozinha Solidária Program and validated, for the execution of the PAA, the adhesions of states, municipalities, and the Federal District made under the Alimenta Brasil Program.[61]

Methodology

The IBGE (Brazilian Institute of Geography and Statistics) measures food insecurity with the EBIA (Brazilian Food Insecurity Scale), a questionnaire of 14 'yes' and 'no' questions on the family's perception, with a reference period of the 90 days before the interview; the history includes the 2004, 2009, and 2013 PNAD, the 2017 to 2018 POF, and the 2023 and 2024 Continuous PNAD.[62]

The MDS explains that the Hunger Map is built with the Prevalence of Undernourishment (PoU) indicator, which estimates the share of the population without access to sufficient calories given the income distribution and the availability of food, and that a country leaves the map when this percentage falls below 2.5%; the FIES measures the perception of food insecurity by questionnaire and is also released as three-year averages.[63]

The technical document defines as the plan's main indicator the food insecurity index from the food security supplement applied by the IBGE (Brazilian Institute of Geography and Statistics) using the Brazilian Food Insecurity Scale (EBIA), and says that the Prevalence of Undernourishment Index (IPS) calculated by the FAO will remain the international reference for defining the country's exit from the Hunger Map. It also provides that, after the publication of the decree, the ministries with actions in the plan would define the monitoring indicators, consolidated in semiannual reports.[64]

Origin

In the presentation, the MDS states that in 2022 Brazil returned to the Hunger Map, attributes the situation to 'a government that denied the existence of the problem' and cites 33 million people going hungry, presenting the plan as a response. It is a political assessment by the government, with no source for the figure indicated on the slide.[65]

Precursors

Decree No. 7,492 of June 2, 2011, signed by Dilma Rousseff and Tereza Campello, instituted the Brasil Sem Miséria Plan, with the purpose of overcoming extreme poverty through the integration and coordination of policies, programs, and actions, intended for the population in extreme poverty, with axes of income guarantee, access to public services, and productive inclusion, and with the CadÚnico as the basic instrument for identifying the target audience.[66]

The Results Booklet 2011 to 2014 of the Brasil Sem Miséria Plan (MDS, January 2015) says that the plan was launched on June 2, 2011 with the aim of overcoming extreme poverty by the end of 2014, organized in three axes (income guarantee, access to public services, and productive inclusion), and lists in its index, among others, Bolsa Família and Busca Ativa (income guarantee) and, in rural productive inclusion, Assistência Técnica e Fomento, Água Para Todos, the Programa de Aquisição de Alimentos (PAA), and Bolsa Verde.[67]

Decree 7,492/2011 intended Brasil Sem Miséria for the population in extreme poverty, defined in the original wording as a monthly per capita family income of up to R$70.00 (in the latest wording, given by Decree 10,851/2021, up to R$100.00). Decree 11,679/2023 defines as the priority target audience of Brasil Sem Fome people in severe food insecurity. Both decrees adopt the CadÚnico as the basic instrument for identifying the target audience and planning actions.[68]

In Brasil Sem Miséria, Decree 7,492/2011 assigned to a National Steering Committee, a 'deliberative body', the setting of targets and the guidance of the formulation, implementation, monitoring, and evaluation of the plan; the provision appears on the Planalto site as repealed by Decree 9,784/2019. In Brasil Sem Fome, coordination is the responsibility of the Interministerial Chamber for Food and Nutrition Security (Decree 11,679/2023, art. 5), and the Steering Committee established within CAISAN is coordinated by the MDS (MDS Resolution No. 3/2023, art. 3).[69]

The Program to Foster Rural Productive Activities (Programa de Fomento às Atividades Produtivas Rurais), instituted by Law No. 12,512/2011 with objectives that include promoting the food and nutrition security of beneficiaries, had the requirement that the family 'be in a situation of extreme poverty' (art. 11, I) repealed by Law No. 14,628/2023. The technical document of Brasil Sem Fome lists the 'Programa de Fomento Rural' with a target of raising the amount from R$2,400.00 to R$4,600.00 to serve 10 thousand rural families in poverty, starting in 2023.[70]

In the 2024 and 2025 LOAs (SIOP), action 20VP, linked to Bolsa Verde (Environmental Conservation Support Program, Law No. 12,512 of October 14, 2011), keeps budget plans with 'Plano Brasil sem Miséria' in the title. Budget plan 0001 (Transfer of Funds to Families Located in the Areas of Operation of the Environmental Conservation Support Program) had R$92,383,200 paid in fiscal year 2024 and R$152,833,198 in 2025, in current values.[71]

  11. 11. CAISAN/MDS Resolution No. 25 of July 2, 2026, issued by the Intersectoral Steering Committee of the Brasil Sem Fome Plan (CGI-BSF) on the basis of art. 5 of Decree No. 11,679/2023 and MDS Resolution No. 3/2023, and published in the DOU of July 7, 2026 (edition 125-A, Section 1 - Extra A), approved the plan's 'New stage', anchored in 29 programs and 39 physical targets and with three central strategies: income generation and the fight against hunger; food and nutrition security surveillance and improvement of instruments for identifying vulnerable groups and territories; and the Brasil Sem Fome Protocol.

  12. 12. Decree 11,679/2023 (art. 1, § 1) sets five objectives for the plan: to reduce the number of people affected by food and nutrition insecurity; to reduce poverty; to implement intersectoral strategies for the coordination, integration, and monitoring of policies, programs, and actions to eradicate hunger and to expand the production of, and the population's access to, adequate and healthy food, in a sustainable way; to expand social participation and strengthen the organization and initiatives of civil society for the eradication of hunger and the promotion of food and nutrition security; and to strengthen the National Food and Nutrition Security System (SISAN).

  13. 13. In the original wording, § 2 of art. 1 of Decree 11,679/2023 said that the plan would last until the country left the UN Hunger Map and that its actions would be identified in the PLANSAN. The provision appears on the Planalto site as repealed by Decree No. 12,779/2025. It is a rule on the plan's duration, not a goal with a deadline.

  14. 14. Under art. 2 of Decree 11,679/2023, the plan is structured in three axes of action: access to income, poverty reduction, and promotion of citizenship; food and nutrition security (adequate food, from production to consumption); and mobilization to fight hunger.

  15. 15. Art. 1 of the resolution cites the decree as 'of 2003', although its summary identifies it as of August 31, 2023.

  16. 16. Resolution CGI-BSF No. 2 of September 16, 2025 (DOU of September 17, 2025) established the Brasil Sem Fome Protocol, to guide the identification, care, and follow-up of people at risk of food insecurity. The steps include screening with the TRIA instrument in the SUS, marking in the CadÚnico, and active outreach by the SUAS.

  17. 17. The official MDS presentation on the plan lists three targets: to take Brazil off the Hunger Map by 2030; to reduce overall poverty rates year by year; and to reduce the percentage of households in severe food insecurity. These are declared targets, not deliverables.

  18. 18. The same MDS presentation says that the plan brings together 80 actions and programs, with more than 100 targets proposed by the 24 ministries that make up CAISAN, organized in 3 axes, and that strategic programs have already been resumed and are being carried out.

  19. 19. It is an announcement, not a deliverable.

  20. 20. The plan's technical document says that the duration of the Brasil Sem Fome Plan 'will last until its targets are reached, including annual reviews', and that its actions are to be incorporated into the III National Food and Nutrition Security Plan. The original wording of Decree 11,679/2023 used a different benchmark: duration 'until the Country leaves the Hunger Map'.

  21. 21. The plan's technical document says that its strategies and actions are based on the 'resumption of successful programs and measures' (appreciation of the minimum wage, Novo Bolsa Família, adjustment of the PNAE, strengthening of the PAA, and Plano Safra da Agricultura Familiar) and on the implementation of new solutions, among them guidelines for a Brasil Sem Fome Protocol, for local integration among SUS, SUAS, and SISAN.

  41. 41. Extracts published in the DOU record the states' adhesion agreements to the plan, for example: Agreement No. 3/2023, of the State of Rio Grande do Norte, signed on September 15, 2023 (DOU of November 8, 2023), and Agreement No. 48/2025, of the State of Pernambuco, signed on November 10, 2025 (DOU of November 13, 2025), both valid for four years from publication.

  42. 42. The table notes say that the estimates are presented as three-year averages to reduce the margin of error and that the point estimates for 2022 to 2024 were used to calculate the average.

  43. 43. In Table A1.2, in millions of people, the Brazil row shows '1.5a, b' and '7.1a, b' for severe insecurity and '26.8a, b' and '28.5a, b' for moderate or severe; the number of undernourished people in 2022 to 2024 appears as 'n.r.' (not reported), and the corresponding prevalence in Table A1.1 is '<2.5'.

  44. 44. 45. 45. According to the IBGE (Brazilian Institute of Geography and Statistics) presentation of October 10, 2025 on the food security module of the Continuous PNAD (4th quarter of 2024), from 2023 to 2024 the total number of households in food insecurity fell from 21.1 to 18.9 million (27.6% to 24.2% of all households).

  46. 46. In the chart of the same IBGE (Brazilian Institute of Geography and Statistics) presentation, severe food insecurity affects 4.1% of households in 2023 (3.9% urban; 5.5% rural) and 3.2% in 2024 (3.0% urban; 4.6% rural). The IBGE also records that, in 2024, 2.5 million households experienced a quantitative deprivation of food that affected adults, children, and adolescents.

  47. 47. The text itself notes that the content is the responsibility of the authors and does not represent an official position of the Federal Senate.

  52. 52. In the same article, von der Weid argues that the Hunger Map considers only caloric intake, so that consuming calories above the minimum does not mean having overcome severe food insecurity, and that the document's targets were generic.
