Minha Casa, Minha Vida Program (My House, My Life)

- Problem
- According to the Statement of Reasons of MP 459/2009, previous housing programs for the lowest-income population were insufficient and did not prevent the growth of the housing deficit.
- Who it serves
- In the 2009 version, families with monthly income of up to ten minimum wages; under Law 14,620/2023, urban families with gross monthly family income of up to R$8,000.00 and rural families with gross annual family income of up to R$96,000.00, divided into brackets.
- How it works
- Incentive for the production and acquisition of new housing units, with subsidies from the Union and housing financing, created by MP 459/2009, converted by the National Congress into Law 11,977/2009, using already existing funds, the FAR and the FDS. In 2021, Law 14,118 established the Casa Verde e Amarela Program; Law 14,620/2023 again provided for Minha Casa, Minha Vida.

Precursors
- PAR, PSH and FNHIS, considered insufficient by the Statement of Reasons similar initiative, no succession stated by the source Interministerial Statement of Reasons No. 33/2009, which accompanied MP 459, states that, starting in 2000, housing experiences for the lowest-income population were resumed, such as the Residential Leasing Program (PAR), the Housing Subsidy Program (PSH), the FNHIS and financing with FGTS funds, but that these programs were insufficient and did not prevent the growth of the deficit.[9]
- Residential Leasing Program and FAR (Law 10,188/2001) absorbed Law No. 10,188 of February 12, 2001 (conversion of Provisional Measure No. 2,135-24 of 2001, promulgated by Antonio Carlos Magalhães, President of the National Congress), established the Residential Leasing Program for the exclusive purpose of meeting the housing needs of the low-income population, with Caixa Econômica Federal as the Program's managing agent, and authorized the CEF to create a financial fund for operating the Program.[5]

Under MP 459/2009, the operational management of the PNHU subsidy funds is the responsibility of Caixa Econômica Federal, with remuneration set by the Ministers of Cities and Finance, and the regulation and management of the PNHU fall to the Ministries of Finance and Cities; for the PNHR, operational management is also by Caixa.[10]
- States and municipalities (land and tax exemption) municipal implementation
Law 11,977/2009 provided that, in urban areas, the PMCMV priority criteria include the donation of land by states, the Federal District and municipalities, tax relief by these entities for social-interest housing, and the implementation, by municipalities, of the instruments of Law No. 10,257 of July 10, 2001, aimed at controlling the withholding of idle urban areas. According to the Statement of Reasons of MP 459/2009, authorization is given for federal funds to be used together with other subsidy policies at the level of the States, Municipalities and Federal District.[11]

What was established
MP 459/2009 authorized the Union to participate, up to the limit of R$2,000,000,000.00 (two billion reais), in the Popular Housing Guarantee Fund (FGHab), whose purposes include, among others, guaranteeing payment to financial agents of the monthly installment of housing financing in case of unemployment and temporary reduction in payment capacity, for families with income of up to ten minimum wages; the FGHab will be created, administered, managed and represented judicially and extrajudicially by a financial institution controlled directly or indirectly by the Union, and the MP created the Committee for Participation in the Popular Housing Guarantee Fund (CPFGHab).[13]
How it works
In the original wording of Law 11,977/2009, the purpose of the PMCMV was to encourage the production and acquisition of new housing units by families with monthly income of up to 10 (ten) minimum wages. The same original wording authorized the Union to transfer to the Residential Leasing Fund (FAR) up to R$14,000,000,000.00 and to the Social Development Fund (FDS) up to R$500,000,000.00 (art. 18), and to grant economic subsidies under the PNHU of up to R$2,500,000,000.00 (art. 5). These provisions were later amended or revoked (MP 514/2010 and Law 12,424/2011).[14]
Who it serves
According to the TCU report on the 2010 Government Accounts, the PMCMV target was to deliver, in the 2009/2011 three-year period, one million homes: 400 thousand for the income bracket of 0 to 3 minimum wages, 400 thousand for the bracket of 3 to 6 minimum wages (SM) and 200 thousand for the bracket of 6 to 10 SM. The TCU describes that, in the 0 to 3 SM bracket, Caixa, as manager of the FAR, contracts the construction company and the properties are then sold to families selected by states and municipalities.[15]
Law 14,620/2023 (art. 5, in the compiled text on the Planalto site) defines that the program serves urban families with gross monthly family income of up to R$8,000.00 and rural families with gross annual family income of up to R$96,000.00, in brackets: Urban 1 up to R$2,640.00; Urban 2 from R$2,640.01 to R$4,400.00; Urban 3 from R$4,400.01 to R$8,000.00; Rural 1 up to R$31,680.00 per year; Rural 2 from R$31,680.01 to R$52,800.00; Rural 3 from R$52,800.01 to R$96,000.00. Temporary benefits and Bolsa Família are not counted in the income calculation. Law 15,164/2025 added § 1-A, which allows the Minister of Cities to add brackets and update the amounts.[16]
Budget and spending
Figures are nominal unless stated otherwise. Announced, authorized, committed, liquidated and paid amounts are different things and appear with the type indicated. In SIOP lines, "paid" means paid within the same fiscal year (arrears settled later are not counted), and one budget action can fund more than one program: the text says when the action is only part of a program.
According to the TCU (2010 Government Accounts), in the 2010 budget execution table, in R$ millions, the PMCMV line records an updated appropriation of 7,307, committed of 6,680 (91%), liquidated of 143 (2%), paid of 143 (2%) and 6,537 registered as unprocessed carryover payables (restos a pagar). The TCU stresses that, as for the PMCMV, there is no direct correlation with a budget program and that its execution took place, in the first two years, through five actions (transfer to the FAR, three economic subsidies and transfer to the FDS). In the text, the TCU also reports that the PMCMV's authorized appropriation rose from R$5.2 billion in 2009 to R$6.7 billion in 2010.[17]
Context (dilma-1): in 2014, budget action 00AF (Payment of Shares to the Residential Leasing Fund - FAR) records in the federal budget open data (SIOP) an initial appropriation of R$12,500,000,000, authorized of R$14,500,000,000, committed and liquidated of R$14,500,000,000 and paid in the fiscal year of R$10,355,699,453, in nominal values. Under Law 11,977/2009 (art. 2, II, as worded by Law 12,693/2012), for the implementation of the PMCMV the Union would participate in the FAR by paying in shares; the action is one of the program's means of financing, not its total.[18]
In the federal budget open data (SIOP), action 00AF (Payment of Shares to the Residential Leasing Fund - FAR) records, in nominal values: in 2023, authorized appropriation and committed of R$7,799,902,585 and liquidated and paid in the fiscal year of R$7,649,902,585; in 2024, authorized and committed of R$11,266,689,667, liquidated of R$10,605,014,435 and paid of R$10,598,896,396, with R$2,000,000,000 and R$800,000,000 authorized and paid under public calamity budget plans (Provisional Measures No. 1,233 and No. 1,252, of 2024); in 2025, authorized of R$6,804,900,247 and committed, liquidated and paid of R$6,720,000,000. Law 14,620/2023 (art. 6, § 19, I) authorizes the Union to pay in shares to the FAR to make the housing assistance lines of the Minha Casa, Minha Vida Program viable; the action is one of the program's means of financing, not its total.[19]
In 2025, action 00XF (Financing of repayable credit operations under the Minha Casa, Minha Vida Program) records in the federal budget open data (SIOP) an initial appropriation of R$18,134,899,507, authorized of R$25,668,624,383, committed of R$25,668,617,849 and liquidated and paid in the fiscal year of R$11,657,821,719, in nominal values. In the 2025 Expenditure Budget file of the Transparency Portal, the action appears under the unit Social Fund (FS), program 0902 (Special Operations: Financing with Repayment), element 66 (Granting of Loans and Financing), as a financial investment. It is repayable credit, and the amount is that of the action, not the program's total.[20]
Deliverables
Announcement, contracting, completion and operation are different phases.
According to the TCU (2010 Government Accounts, with data from the Ministry of Cities), as of December 31, 2010, 1,004,257 housing units had been contracted in the PMCMV, with a total financed value of R$53.03 billion (about 100.4% of the target of one million homes set for the 2009/2011 three-year period): 571,332 for families with income of 0 to 3 SM, 287,165 in the 3 to 6 SM bracket and 145,760 in the 6 to 10 SM bracket. The TCU records that about 238 thousand units were completed (92 thousand in the 0 to 3 SM bracket, 139 thousand in the 3 to 6 SM bracket and 7 thousand in the 6 to 10 SM bracket).[21]
According to Agência Gov (via Secom/PR, January 29, 2025), considering all modalities, Minha Casa, Minha Vida surpassed 1.26 million homes contracted between its resumption in 2023 and December 31, 2024, and since 2023 more than 43 thousand homes have been delivered, in addition to the resumption of stalled works on more than 38.9 thousand homes. This is official communication: it proves what the government declared.[22]
In a report published on January 5, 2026, Secom/PR declares that, from the start of 2023 to mid-December 2025, 491 thousand homes were contracted in 2023, 725 thousand in 2024 and 766 thousand in 2025; that 472 thousand families received homes in 2024 and another 431 thousand through mid-December 2025, in the subsidized and financed lines. In the subsidized lines funded by the Union General Budget (OGU), it declares 238.79 thousand homes contracted from 2023 onward (119.3 thousand in 2024 and 119.4 thousand in 2025), and 136.16 thousand homes contracted before 2023 with works resumed, of which 47.99 thousand completed. This is official communication: it proves what the government declared.[23]
Impact evaluations
Evaluations with a causal design are flagged; association is not proof of effect.
According to the 2020 cycle evaluation of the PMCMV by the Council for Monitoring and Evaluation of Public Policies (CMAP), carried out by SECAP/Ministry of Economy, CGU and Ipea, estimates in a municipal panel with fixed effects and with the Arellano and Bond estimator indicate that each R$1 million invested annually in the program between 2009 and 2016 was associated with the creation of 1.7 to 3.5 direct formal jobs in construction within up to one year, which would correspond to about 89 to 182 thousand formal jobs, considering average investment of R$52 billion per year.[24]
Audits
In Ruling 2456/2016-Plenary (operational audit coordinated within Olacefs on social-interest housing under MCMV), the TCU recorded systemic construction defects in 9 of the 10 developments in the sample, which generally did not compromise habitability and healthfulness, and that the only service considered met by all developments was regular garbage collection.[25]
In the 2020 CMAP evaluation, when INSS income (SISBEN base) was included, 8,318 beneficiaries with income above the limit were identified, representing 1.9% of PMCMV borrowers with contracts signed between 2016 and 2019.[26]
Limitations
According to the 2020 CMAP evaluation, despite almost 6 million units contracted between 2009 and 2019, the quantitative housing deficit continued to grow and stabilized at around 6 million households in recent years; the report notes that it is possible that the deficit would have advanced further without the program.[27]
According to the 2020 CMAP evaluation, the location of developments in regions far from urban centers is possibly the problem most cited by researchers in evaluations of the program, with social segregation, mobility difficulties and a lack of urban infrastructure nearby.[28]
