Program
Pé-de-Meia Program (Nest Egg)

- Problem
- Abandonment and dropout in public high school.
- Who it serves
- Low-income students enrolled in public high school, from families registered in the CadÚnico, under the terms of the law.
- How it works
- A financial-educational incentive in the form of savings, deposited in the student's personal account, with amounts tied to enrollment, attendance, completion of each school year with a passing grade and participation in the Enem; the last two can only be withdrawn after the high school completion certificate. The law provides for a privately structured fund, which may be managed by an official financial agent. Law No. 14,818/2024 originated in the Legislative Branch, in PL 54/2021, by Representative Tabata Amaral and other representatives, whose statement of justification cites Renda Melhor Jovem, created by Rio de Janeiro in 2011; MP 1,198/2023, which established a similar savings scheme, lapsed without being converted into law.

Relation to the Lula governments
Created under Lula · Third term (since 2023) · since November 2023
Provisional Measure No. 1,198 of November 27, 2023, signed by Luiz Inácio Lula da Silva, established the savings incentive for the retention and school completion of high school students within the Ministry of Education.[1]
Law No. 14,818 of January 16, 2024, signed into law by Luiz Inácio Lula da Silva and published in the Official Gazette (DOU) on January 17, 2024, establishes a financial-educational incentive, in the form of savings, intended for the retention and school completion of students enrolled in public high school.[2]
Decree No. 11,901 of January 26, 2024, signed by Lula, Fernando Haddad and Camilo Santana, regulates Law 14,818/2024 and says it creates the Programa Pé-de-Meia, whose purpose is to coordinate, manage and carry out the financial-educational incentive.[3]
Shared implementation · Third term (since 2023) · since 2024
The law requires that states, the DF and municipalities collaborate and provide the information needed to carry out the incentive, to enable access for the students in their systems.[4]
The decree provides for a commitment agreement between the MEC and the school systems; failure to share the information on time may lead to nonpayment of the incentives for the period, and the accuracy of the information is the sole responsibility of the school system.[5]
MEC Ordinance No. 83/2024 defines as operating agents of Pé-de-Meia the state, district and municipal education systems and the federal institutions that offer high school, the MEC and the executing financial agent; the latter is responsible for processing the information sent by the MEC, opening the students' accounts and carrying out the transfers.[6]
Origin and precursors

Precursors
- PL 54/2021 (Chamber of Deputies), the originating bill of Law 14,818/2024 earlier legal basis The record for Law No. 14,818/2024 in the Chamber's legislation database lists PL 54/2021 as the originating bill and the Legislative Branch as the origin.[7]
- MP 1,198/2023, under which the fund was established and received the December 2023 capital payment; it lost effect on May 6, 2024 without conversion earlier legal basis Provisional Measure No. 1,198 of November 27, 2023, signed by Luiz Inácio Lula da Silva, established the savings incentive for the retention and school completion of high school students within the Ministry of Education.[1]
- Education conditionality of Bolsa Família similar initiative, no succession stated by the source The MEC plan says that the importance of conditionalities to encourage attendance in basic education goes back to Bolsa Família (art. 3 of Law 10,836/2004), but it draws a distinction: Bolsa Família, in its initial phase, required attendance of children and adolescents aged 6 to 15, whereas Pé-de-Meia focuses on high school. In its original wording, Law 10,836/2004 conditioned the benefits, among other points, on school attendance of 85% at a regular educational establishment, and the variable benefit covered children between 0 and 12 years old or adolescents up to 15.[8]
- State programs to encourage school retention cited by the MEC (AL, BA, RS) similar initiative, no succession stated by the source According to the table of similar experiences in the MEC plan, there are similar state programs: Cartão Escola 10 (Seduc Alagoas, created in 2021, monthly stipend and annual prizes for students in regular high school and EJA); Bolsa Presença (Seduc Bahia, created in 2021, monthly incentives for students from Cadastro Único families, conditioned on school attendance); and Todo Jovem na Escola (Seduc Rio Grande do Sul, reformulated in 2024, monthly incentive and annual prize for high school students from Cadastro Único families).[9]
- Foreign experiences cited by the MEC and by the PL similar initiative, no succession stated by the source The MEC plan also lists foreign experiences: Subsidios Condicionados a la Asistencia Escolar (Bogotá, 2005 to 2012), Jóvenes con Oportunidades (Mexico, 2003 to 2019, with a prize that can be withdrawn only after the end of high school) and Child Trust Fund (England).[10]
- Renda Melhor Jovem (Rio de Janeiro), created by State Law 6,088/2011 similar initiative, no succession stated by the source The Programa Renda Melhor Jovem was created by State Law No. 6,088 of November 25, 2011, of Rio de Janeiro, with an Approval Prize for each year completed, with a passing grade, in high school, for young people from families served by the Programa Renda Melhor, under the coordination of the State Secretariat for Social Assistance and Human Rights, in coordination with the State Secretariat for Education. The statement of justification of PL 54/2021 cites the program, managed by the Government of the State of Rio de Janeiro, and the MEC plan lists it as a similar experience with the indication 'Created in 2021', a date different from that of the 2011 law.[11]

What was established
Law 14,818/2024 lists as objectives, among others, democratizing young people's access to high school and encouraging retention, reducing rates of grade repetition, abandonment and school dropout, and encouraging social mobility (objectives stated in the law, not results).[23]
The law was enacted with a partial veto. The published text of the message reads 'MESSAGE No. 31, OF JANUARY 16, 2024', and the Congress record gives Message No. 31 of 2024, published in the Official Gazette (DOU) on January 17, 2024 and docketed as Veto No. 3/2024; the Senate's record for the law lists 'Partial Veto Message No. 32 of January 16, 2024', a different number, without explanation in the sources examined. In a session on May 9, 2024, Congress upheld the vetoes to art. 3, § 3, item I, to art. 3, § 4, and to art. 5, § 6, and rejected the veto to art. 15, § 1.[24]
In Congress, the partial veto of PL 54/2021 was docketed as Veto No. 3/2024, from Message No. 31/2024, received on January 17, 2024; at the joint session of May 9, 2024, the veto was upheld for three provisions and rejected for one, and the vetoed and rejected parts of Law 14,818/2024 were promulgated and published in the Official Gazette (DOU) of May 22, 2024.[25]
Law 14,818/2024 was published in the Official Gazette (DOU) of January 17, 2024 and entered into force 10 days after publication; the Senate's record states that the amendments it made to other laws take effect on January 27, 2024. The payment of shares in December 2023 occurred before the law, on the basis of MP 1,198/2023 and Ministry of Finance Ordinance No. 1,660/2023.[26]
How it works
Decree 11,901/2024 set the incentives: an Enrollment Incentive of R$200.00 per year; an Attendance Incentive of R$1,800.00 in total per year; a Completion Incentive of R$1,000.00 in total per year; and an Enem Incentive of R$200.00 in total.[27]
Under the decree, the Enrollment Incentive requires enrollment registered within two months after the start of the school year and registration in the CPF; the Attendance Incentive requires minimum school attendance of eighty percent of the total instructional hours.[28]
The Completion Incentive accumulates for each school year completed with a passing grade and can only be withdrawn after the high school completion certificate; the Enem Incentive requires proven participation in the Enem and a completion certificate, and is granted only once to the third-year student.[29]
The law requires that the deposits tied to enrollment and attendance be made at least 9 times per year and be withdrawable at any time; those tied to approval and to the Enem can only be withdrawn after the completion certificate and must correspond to at least 1/3 of the total deposited in each student's account.[30]
The requirements set in the law include enrollment at the start of each school year, minimum attendance of 80% of instructional hours, completion of the year with a passing grade, participation in the Saeb and, for the final year, in the Enem. The incentive is not counted in the calculation of family income for other social assistance benefits.[31]
The amounts are deposited in a personal, non-transferable account in the student's name, which may be opened automatically as a digital social savings account or in alternative forms provided for in the contract with the financial agent, including investment in Tesouro Educa+ securities; use of the account by the student depends on the consent of those responsible when necessary.[32]
The decree provides for disenrollment upon request, loss of eligibility, dropout, abandonment or failing the year twice in a row or over a period of two years, death and fraud; in case of fraud, the student has no right to re-enter.[33]
According to the MEC, considering the ten incentive installments, the annual deposits and the additional R$200 for participating in the National High School Exam (Enem), the amounts reach R$9,200 for the student who completes all of high school. This is the maximum possible amount, not an average paid.[34]
According to the MEC, the school systems report student data to the ministry through a computerized system; based on this, the MEC defines the public covered and verifies the requirements, and the payrolls are sent to the Caixa Econômica Federal, which opens the accounts and makes the payments.[35]
For 2026, MEC Ordinance No. 169/2026 sets: an Enrollment Incentive in a single installment of R$200.00 per year, for those who enroll within two months after the start of the school term; an Attendance Incentive, for those who reach at least 80% attendance, in up to nine installments of R$200.00 in regular high school and in up to four installments per semester of R$225.00 in the EJA; a Completion Incentive of R$1,000.00 per school term completed with a passing grade, with a limit of R$3,000.00 over the course of high school; and an Enem Incentive of R$200.00, in a single installment, for graduating students who take both days of the exam.[36]
MEC Ordinance No. 169/2026, published in the Official Gazette (DOU) of February 19, 2026, establishes 15 data transmission windows for the 2026 reference year: the 1st, with data from January 2026, has payment from March 23 to 30, 2026; the 11th, with data from December 2026, from February 22 to March 1, 2027; and the 2026 calendar ends on June 4, 2027. The ordinance says that the windows are operational and are not to be confused with the number of installments owed to students.[37]
MEC Ordinance No. 83/2024 set the Attendance Incentive at 9 annual installments (total of R$1,800.00), but determined that, exceptionally in 2024, 8 installments would be paid.[38]
Who it serves
Under the law, eligible students are low-income students enrolled in high school in the public systems, in all modalities, from families registered in the CadÚnico, with priority for those whose monthly per capita income is up to the limit set in item II of the caput of art. 5 of Law No. 14,601 of June 19, 2023; in the EJA, students aged 19 (nineteen) to 24 (twenty-four).[39]
The decree defines as eligible low-income students aged fourteen to twenty-four enrolled in public high school from families in the CadÚnico; it excludes those who receive Bolsa Família benefits and belong to single-person families; and it gives priority to students from Bolsa Família beneficiary families.[40]
The MEC plan of August 2024 described the target public as students aged 14 to 24 enrolled in high school in the public systems, from families registered in the CadÚnico, prioritizing beneficiaries of the Programa Bolsa Família, excluding those from single-person families, and recorded as planned for fiscal year 2024 the expansion to the EJA and the expansion of the CadÚnico to include families with income of up to half a minimum wage per person or total family income of up to three minimum wages.[41]
For the 2026 reference year, MEC Ordinance No. 169/2026 considers eligible the students who meet the requirements of the law and whose monthly per capita family income is equal to or less than half a minimum wage; for the requirements of the law that depend on the CadÚnico, it will consider the 2026 CadÚnico databases, in force until August 7, 2026.[42]
Governance
Decree 11,901 established the Steering Committee of the Programa Pé-de-Meia, with two representatives from each of these bodies: the MEC (which coordinates), the Casa Civil (Chief of Staff's Office) and the Ministry of Finance; among other things, it is responsible for proposing additional eligibility criteria and the amounts of the incentives.[43]
Law 14,818 provides that the fund may be created, administered and managed by an official financial agent, has a private nature and separate assets, may not have a guarantee or surety from the public authorities, and must provide for the participation of other shareholders.[44]
Under Decree 12,010/2024, the Office of the Attorney General for the National Treasury represents the Union at the fund's shareholder meetings, and the participation committee reviews audit reports, accountability reports and the fund's financial statements.[45]
The law requires that the list of students covered be publicly accessible. In July 2025, the MEC reported that the data had become available on the Transparency Portal (managed by the CGU), without the name, CPF or NIS of students who are minors.[46]
The MEC plan (August 2024) identifies the Caixa Econômica Federal (CEF) as the contracted executing financial agent of Pé-de-Meia, responsible for processing the MEC's information, opening the students' accounts and carrying out the transfers, and also as manager of the fund.[47]
The MEC plan (August 2024) planned to evaluate the causal impact of the program on retention and completion in high school, with delivery in July 2025 by external consultants to be hired, and proposed conducting the evaluation process through a Decentralized Execution Agreement (TED) with federal higher education institutions.[48]
Changes
Decree No. 12,010 of May 1, 2024, amended Decree No. 11,901 of January 26, 2024, to establish the Participation Committee of the Fund that finances and manages the savings under the Programa Pé-de-Meia, with representatives of the MEC (which coordinates), the Casa Civil (Chief of Staff's Office) and the Ministry of Finance.[49]
Law No. 14,945 of July 31, 2024 (high school guidelines) amended art. 1 of Law 14,818/2024 to include among those eligible students of community rural education schools under agreement with the public authorities and to add, as an associable criterion, enrollment in high school integrated with professional and technological education.[50]
According to the Pé-de-Meia legislation page on the MEC portal, Ordinance No. 83 of February 7, 2024, establishes the rules and procedures for managing the financial-educational incentives of Pé-de-Meia; Ordinance No. 84 of February 7, 2024, establishes the operational calendar of Pé-de-Meia for 2024; and Interministerial Ordinance MEC/MF No. 8 of August 7, 2024, establishes rules and procedures for managing Pé-de-Meia for the EJA modality. The same page lists later ordinances that amend Ordinance No. 83, such as Ordinance No. 364 of April 19, 2024.[51]
Implementation
According to Conof Study 07/2024, based on the FIPEM statements (Caixa/Government Funds), the transfer from the fund to the financial agent for paying incentives was R$633.1 million in August 2024; from December 2023 to August 2024, the payments into the fund totaled R$12,100,000,000 and the withdrawals (transfers for paying incentives, net of returns) totaled R$2,874,906,200. The withdrawals measure what left the fund for payment to students; the amounts paid in measure what entered the fund.[52]
Budget and spending
Figures are nominal unless stated otherwise. Announced, authorized, committed, liquidated and paid amounts are different things and appear with the type indicated. In SIOP lines, "paid" means paid within the same fiscal year (arrears settled later are not counted), and one budget action can fund more than one program: the text says when the action is only part of a program.
In its original wording, Law 14,818 authorized the Union to participate in the fund up to an overall limit of R$20,000,000,000.00 (twenty billion reais) and authorized the use of the fund's financial surpluses referred to in art. 46 of Law No. 12,351 of December 22, 2010, determined between 2018 and 2023, as a source of funds for paying in the fund, up to a maximum of R$13,000,000,000.00 (thirteen billion reais). These are authorizations, not amounts executed.[53]
The law authorizes transferring to the fund amounts not used as guarantees for operations of the Operations Guarantee Fund (FGO, Law 13,999/2020) and of the Educational Credit Operations Guarantee Fund (FGEDUC).[54]
In response to the Chamber (June 2024), the MEC stated that the Statement of Reasons of the MP limited the Union's payment into the fund to R$20 billion over the entire period of the program and that the calculation worksheet, after discounting the average rate of grade repetition and abandonment (12.7%), arrived at an annual amount of about R$7 billion (estimate).[55]
A TCU news item published on February 12, 2025, about Ruling 297/2025 - Plenary, says that this program is expected to serve 3.9 million high school students at an annual cost of R$12.5 billion (a forecast cited by the court, not an amount paid).[56]
On April 1, 2026, according to an MEC news item, Lula stated that the investment in Pé-de-Meia 'so far' was R$18.6 billion, and the MEC attributed it to the 2024 and 2025 school years (an amount declared by the government, with no type of execution stated).[57]
In SIOP, action 00W2, of the National Education Development Fund, had in fiscal year 2023 an initial appropriation of zero and R$6,100,000,000 authorized, committed, liquidated and paid (nominal values), divided into two budget plans: 0001, tied to Complementary Law No. 203 of December 15, 2023 (R$6,000,000,000), and 0002, special credit (R$100,000,000). Action 00W2 records the Union's payment of shares into the fund (a transfer from the budget to the fund), not the payment of incentives to students. The first transfer from the fund for paying incentives took place in March 2024, according to the Conof.[58]
In SIOP, action 00W2 had in fiscal year 2024 an initial appropriation of R$1,000,000,000 (budget plan 0000), but authorized, committed, liquidated and paid amounts equal to zero (nominal values): there was no payment of shares by the Union through this action in 2024. Action 00W2 records the Union's payment of shares into the fund (a transfer from the budget to the fund), not the payment of incentives to students. According to the Conof, in June 2024 there was a payment of shares by the FGEDUC, in the amount of R$6 billion.[59]
In SIOP, action 00W2 had in fiscal year 2025 an initial appropriation of R$1,000,000,000 and R$1,030,000,000 authorized, committed, liquidated and paid (budget plan 0000, nominal values). Action 00W2 records the Union's payment of shares into the fund (a transfer from the budget to the fund), not the payment of incentives to students.[60]
In SIOP, in the fiscal year 2026 in progress (partial amounts, subject to update), action 00W2 had an initial appropriation of R$11,458,463,673, an authorized amount of R$10,386,901,511 and R$9,500,000,000 committed, liquidated and paid (budget plan 0000, nominal values). Action 00W2 records the Union's payment of shares into the fund (a transfer from the budget to the fund), not the payment of incentives to students.[61]
According to the MEC plan, the assets of the Fipem in June 2024 were R$10,138,646,047.13, per a Caixa (CEF) report extracted on July 25, 2024 (an amount reported by the government, nominal).[62]
Complementary Law No. 203 of December 15, 2023, determined that, in fiscal year 2023, expenditures on a program established by specific legislation to encourage students' retention in high school would not be counted toward the limits of art. 12 of Complementary Law No. 200/2023, up to R$6,000,000,000.00, and authorized the use of the financial surplus of the fund referred to in art. 46 of Law No. 12,351/2010 as a source for these expenditures, through additional credit by bill.[63]
Law No. 14,771 of December 22, 2023, opened a special credit that included R$100,000,000 in action 00W2 (Payment of Shares by the Union into a Private Fund Intended to Finance and Manage a Savings Incentive for Retention and School Completion for High School Students), in the National Education Development Fund, and authorized the Executive Branch to increase the appropriations of that action with the financial surplus of 2022, excess revenue or cancellation of appropriations.[64]
Decree No. 11,847 of December 22, 2023, based on art. 3, item II, of Law No. 14,771/2023, increased by R$6,000,000,000.00 the appropriation of action 00W2 in the National Education Development Fund, with funds from excess revenue relating to the Union's Unrestricted Resources.[65]
According to Conof Technical Study No. 10/2023, the fund provided for in MP 1,198/2023 was registered in the CNPJ on December 22, 2023 under the corporate name Fund for Financing the Savings Incentive for Retention and School Completion for High School Students (FIPEM), and the expenditures for paying in shares, in the amount authorized by the Ministry of Finance, were committed on December 27, 2023 and liquidated and paid on December 28, 2023.[66]
On June 25, 2025, the Presidency of the Republic sent to Congress PLN 5/2025, which opened supplementary credit of R$685,921,778.00 to the Ministry of Education to supplement the Pé-de-Meia budget; the bill was withdrawn at the author's request (Message No. 1,712 of 2025) and archived on November 19, 2025.[67]
Beneficiaries
Annual flow, a monthly stock and a cumulative total cannot be added together.
In the MEC news item titled 'Pé-de-Meia will benefit more than 2.4 million students', the Minister of Education, Camilo Santana, stated that about 1,430,000 accounts had already been opened, approximately, for low-income Brazilian high school students (figures reported by the government; the 2.4 million is a forecast).[68]
In August 2024, the MEC stated that the expansion would raise the number of beneficiaries from 2.7 million to almost 4 million students (a planned stock, reported by the government; a target, not a delivery).[69]
According to the MEC (July 2025), the Transparency Portal detailed more than R$10 billion transferred to 5.6 million students, counting installments paid through June 2025 (2024 calendar and first installment of 2025); there were 4 million beneficiaries in the first year. The figure of 5.6 million is cumulative, not an annual stock (reported by the government).[70]
In April 2026, the MEC reported 5.6 million students benefited since the creation of the program (cumulative), equivalent to 54% of all public high school students; according to 2025 data, 51.5% of the beneficiaries were girls and 72.9% were Black (pretos and pardos). Data reported by the government.[71]
According to the MEC (August 2024), all states, the Federal District and 74 municipal education secretariats that offer regular high school joined the program.[72]
Deliverables
Announcement, contracting, completion and operation are different phases.
According to the MEC, the ministry began on February 26 the payment of the Pé-de-Meia high school completion installments, in the amounts of R$1,000 and of R$200 for participating in the 2025 Enem, to those who meet the criteria; the transfers may occur up to the period of June 29 to July 6, 2026.[73]
Observed results
A result observed during a term may have causes other than the program.
In April 2026, the MEC announced that the high school dropout rate went from 6.4% in 2022 to 3.6% in 2024 (a drop of 43%) and that grade repetition fell 33% in the same period, and attributed the improvement to the program. This is official communication: the news item does not present a design that separates the program's effect from other factors.[74]
In August 2024, the MEC reported that, after the start of the program, students showed average attendance of 86.1% in March and 88.1% in April (a figure reported by the government, with no comparison to an earlier period).[75]
Audits
According to the TCU news item, the rapporteur joined the vote of Minister Bruno Dantas, who voted to revoke the precautionary measure because he saw no 'smoke of good law' (fumus boni iuris) and because of the risk of reverse danger in delay (periculum in mora).[76]
According to the MEC, by a precautionary measure of January 22, the TCU had barred the ministry from allocating FGO and Fgeduc funds to financing Pé-de-Meia; in its appeal, the AGU argued that there is no illegality whatsoever in transferring such funds and asked that, if the TCU decision was not reversed, its effects take place only in 2026, with a period of 120 days for the Federal Government to present a plan to comply with the decision.[77]
According to a TCU news item published on February 12, 2025, the court decided, under the rapporteurship of Minister Augusto Nardes, that Pé-de-Meia may be carried out, provisionally and exceptionally, with funds from the Fund for Incentive to Retention in High School (Fipem).[78]
According to a TCU news item of January 22, 2025, in the precautionary measure endorsed on that date (TC 024.312/2024-0), the court pointed out that part of the amounts transferred to the Fipem (those of the Fgeduc and the FGO) did not go through the proper budget process and ordered the Ministry of Education not to use funds from these two funds unless they were transferred to the Single Account of the National Treasury and included in the budget law. The news item states that up to then R$6.1 billion from the Social Fund and R$6 billion from the Fgeduc had been transferred to the Fipem.[79]
In the TCU news item on Ruling 297/2025, Minister Aroldo Cedraz, the second reviewing minister, came out in favor of revoking the precautionary measure and stated that the Pé-de-Meia law has the same normative standing as the other laws that deal with budgetary and financial matters (a minister's statement, not a ground of the ruling).[80]
According to a TCU news item of March 24, 2026, in Ruling 663/2026 - Plenary (TC 005.592/2025-9, rapporteur Benjamin Zymler), the inspection found Pé-de-Meia beneficiaries with a CPF in the statuses canceled, pending regularization, suspended and deceased holder (2,902 students) and with a death record (2,721 students); the rapporteur considered the incidence low in view of about 4 million beneficiaries, and the court denied the precautionary measure and ordered the MEC to suspend payments and block amounts for beneficiaries identified with the CPF of deceased persons.[81]
Limitations
A technical study by the Conof on MP 1,198/2023 (December 2023), the responsibility of its authors, concluded that the MP sponsors an off-budget mechanism: the FIPEM would remove from the budget the expenditures on transfers to beneficiaries and would exclude them from the primary expenditure limit of Complementary Law 200/2023.[82]
Conof Technical Study 03/2024 concluded that paying in shares of the FIPEM without prior appropriation in the Union's budget violates the principles of budgetary universality and legality and art. 26 of the Fiscal Responsibility Law (the authors' interpretation).[83]
Conof Study 07/2024 concluded that, with the FIPEM, the payments of the incentives stop counting toward the limits of the Sustainable Fiscal Regime, that recording the transfers to the financial agent as expenditures of the fund itself has no legal, regulatory or statutory support, and that the expenditure on incentives must be included in the annual budget law (the authors' interpretation).[84]
An Ipea Discussion Paper (July 2026) records, based on the authors' studies, that the program's coverage still faces bottlenecks: the CadÚnico covers about two thirds of the potential public estimated by the Continuous PNAD, and there are eligible young people outside the registry or not identified by the school systems.[85]
Context
Under the Constitution (art. 62, § 3 and § 11, as worded by Constitutional Amendment No. 32/2001), a provisional measure not converted into law loses effect from the time it was issued, and Congress is to regulate by legislative decree the legal relations arising from it; if the legislative decree is not issued within sixty days after the loss of effect, the legal relations constituted and arising from acts carried out during the validity of the MP remain governed by it.[86]
Origin
The statement of justification of PL 54/2021 estimated a cost of approximately R$1.7 billion in 2021, R$1.7 billion in 2022 and R$1.2 billion in 2023, according to calculations by the Chamber's Budget Consultancy using Cadastro Único data (a proposal estimate, not execution).[87]
MP 1,198/2023 authorized the Union to participate, up to an overall limit of R$20,000,000,000.00 (twenty billion reais), in a fund intended to finance and manage the students' savings, and provided that this fund could be created, administered and managed by the Caixa Econômica Federal. The payment of shares by the Union would be authorized by an act of the Minister of Finance and could be made, among other means, by a contribution from the Union provided for in the Annual Budget Law.[88]
According to the Senate's legislation database, MP 1,198/2023 was published in the Official Gazette (DOU) (extra edition) on November 28, 2023, had its validity extended by Act of the President of the National Congress No. 5 of February 28, 2024, and had its validity declared ended by Act No. 28 of May 8, 2024.[89]
A technical study by the Chamber's Budget Consultancy (Conof), the responsibility of its authors, concluded that a large part of the text of Law 14,818/2024 is similar to that of MP 1,198/2023 and that the object, the target public and the way of operating the savings scheme are the same in both acts.[90]
The MEC's Monitoring and Evaluation Plan (version 1.0, of August 1, 2024) states that initiatives of subnational governments and of other countries were reflected in PL 54/2021, which, according to the document, served as the legislative template for the program.[91]
Precursors
In the MEC's assessment, with the emergence of state programs in the early post-pandemic period, the Pé-de-Meia program generally incorporated mechanisms of the programs listed into its dynamics, resulting in its own logic that combines regular incentives with accumulation in savings.[92]
State Law No. 6,088 of November 25, 2011, of Rio de Janeiro, created the Programa Renda Melhor Jovem, intended for young people from families served by the Programa Renda Melhor who enter or have entered state-system high school before turning 18, with a prize for each year of high school completed with a passing grade.[93]
What remains to be documented
- Impact evaluations: No evaluation with a causal design on observed results of Pé-de-Meia had been opened by the cutoff date; the MEC plan envisaged the impact evaluation for July 2025.

8. The MEC plan says that the importance of conditionalities to encourage attendance in basic education goes back to Bolsa Família (art. 3 of Law 10,836/2004), but it draws a distinction: Bolsa Família, in its initial phase, required attendance of children and adolescents aged 6 to 15, whereas Pé-de-Meia focuses on high school. In its original wording, Law 10,836/2004 conditioned the benefits, among other points, on school attendance of 85% at a regular educational establishment, and the variable benefit covered children between 0 and 12 years old or adolescents up to 15.
